January 29, 1849 - June 22, 1922

Son of Carey H. Blanchard and Frances Amelia Crain, he was born in Louisiana and spent his childhood on his father's plantation in Rapides Parish. He was elected to the Louisiana State Constitutional Convention in 1879 and in 1880 he was chosen to represent the Fourth Louisiana District in Congress to which he was re-elected five times. Blanchard was appointed to fill the Senate seat of Edward Douglass White in 1893. He later gave up his seat in 1987 to become Associate Justice of the Louisiana Supreme Court where he remained until 1904 when he was elected Governor. He served as Governor until 1908.
