William was born April 28, 1853 in Union Parish, Louisiana. He was the son of William Southard Heard and Mary Ann Wright. He married Isabelle Elizabeth Manning. He served as a Representative to the House of Louisiana from 1884 to 1888. From 1888 to 1892 he served as Louisiana State Senator. From 1892 to 1900 he was the Louisiana State Auditor. In 1900 he was elected Governor of Louisiana and served in that capacity until 1904. He and Isabelle were the parents of seventeen children. He died May 31, 1926 in New Orleans, Louisiana.
